Oracle Fusion expense reports stuck in approval and how to investigate them

Find why an Oracle Fusion expense report is stuck in approval. Trace its BPM task, distinguish delegation from transfer and verify any approved reassignment.

An Oracle Fusion expense report stuck in approval needs a traceable connection between the report and its current approval task. The employee's current line manager may differ from the person who received the task. Read the report history and the live task before deciding that reassignment is the right correction.

Resolve one report using its number and the employee context. Record the report identifier and current status. Inspect the approval history to see whether the report is awaiting an approver, returned for information or already completed. Similar report numbers or an old notification can lead to the wrong task.

This Oracle-documented SQL example checks one expense report's stored approval status. Replace the synthetic report number and numeric person ID. Oracle defines these fields in EXM_EXPENSE_REPORTS.

SELECT expense_report_id,
       expense_report_num,
       person_id,
       assignment_id,
       expense_status_code,
       expense_status_date,
       current_approver_id,
       report_submit_date
FROM exm_expense_reports
WHERE expense_report_num = 'DEMO-EXP-1042'
  AND person_id = 300100000000123
ORDER BY expense_report_id;

The numeric person ID is separate from the employee's person number. CURRENT_APPROVER_ID is report evidence and does not replace the live BPM task read below. Use the report ID to correlate the investigation before proposing a correction.

Find the matching BPM task and inspect its state and assignee. BPM is Oracle's business process management task service. Check the current task rather than assuming a notification proves that work remains pending. Record the task ID and the related report reference together.

Investigate the routing evidence. An absent approver, a previous manager assignment or an unexpected approval rule can produce similar symptoms. Confirm whether the problem affects one existing task or future routing as well. Changing an employee's manager does not by itself establish what happened to an existing approval task.

Oracle distinguishes temporary delegation from permanent transfer in its expense approval actions. Choose the action that matches the business decision and the authority of the operator. A routing defect may need a separate configuration correction after the individual task is resolved.

Before a reassignment, confirm the intended replacement account and read the task again. With AI Administrator, review the plan's existing assignee, replacement and exact task before approving the change. The approval workflow guide explains how execution and independent verification remain separate.

After the approved action, retrieve the task and verify the new assignee. Then check the report's subsequent progress. A successful task update does not prove that the expense report has been approved or paid. Preserve the reason for reassignment and the verification evidence with the support record.

This workflow was reviewed on 8 November 2026. Use a synthetic report and a test approver to confirm your environment's task shape before adopting the procedure.

You can use an LLM with the Fusion Toolkit AI Administrator skill and ask, "Why is expense report DEMO-EXP-1042 still awaiting approval, and who owns its current task?" The skill can investigate documented Oracle records without requiring you to write the queries. Ask for the diagnosis first; any change needs its own reviewed approval.
